1. JOB PURPOSE:
To provide analytical support for treasury accounting functions; carries out administrative functions as required; establishes and maintains accounting controls and records for OCR, Special Funds, Trust Funds and Staff Retirement Plan; prepares accounting and other reports; and as relevant, prepares financial statements, related reports, and conduct fair valuation or revalidation of complex treasury products.

2. EXPECTED OUTCOMES:
Financial and Management ReportingPrepares and contributes in the preparation of financial statements and other reports, as required, by gathering and analyzing data or information from a variety of sources; conducts required analysis, and ensures that the draft statement/report is produced timely and accurately. For accounting reports, ensures that they are in accordance with generally accepted accounting principles (US GAAP and/or IFRS as applicable).
Accounting Controls and ProcessingEstablishes and maintains appropriate and adequate controls in the preparation of accounting data, processing of treasury related transactions and derivatives; recommends improvements as required to ensure correct, complete and timely accounting in compliance with applicable policies, practices, and generally accepted accounting principles; prepares and verifies, as appropriate, reconciliation reports of control, banks, security custody and other accounts; undertakes initial investigation of discrepancies for review by supervising staff and their clearance thereafter; reviews the accuracy, consistency and propriety of supporting documentation for treasury transactions in compliance with accounting practices, established procedures and guidelines.

3. EDUCATION REQUIREMENTS:
Bachelor's degree in business administration, major in accounting; Certified Public Accountant and/or CFA and/or MBA. Commitment to pursue CFA if not yet acquired.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
Suitability to undertake the responsibilities mentioned above at the required level.
At least 5 years experience in accounting, in particular relating to treasury instruments and derivatives, preferably in a computerized environment in a large organization.
Proven supervisory and interpersonal skills and able to give feedback to subordinates.
Excellent understanding of general accounting concepts and principles (US GAAP), and the application thereof. Knowledge of IFRS would be desirable.
Knowledge and understanding of valuation of financial instruments and derivatives, especially swaps transactions.
Proficient with office suite software, particularly MS Excel and Word, and large accounting related software (e.g. Oracle ERP).

Project and Portfolio ManagementWork with other areas of OIST to implement program and project management methodologies, including performance monitoring. At least 8 years work experience, 5 years of which must have been in portfolio and project management. High level understanding of an IT department’s Information Technology systems, projects, and programs.
